I have a Qlink stabiliser when switch on delay switch there is no out put but when switch off rhe out come out

My stabilizer do not use to increase beyond 20v difference ,so whenever the voltage is low like 120v the stabilizer will be of no advantage what can I do 5000w Blue gate

My 5000watts stablizer stopped giving output so i gave it to a technician after he repaired it, i discovered that the volt is no longer stable, it fluctuate as input volt fluctuates also, if the volt drops to as low as 140volt the stabilizer output also drop to like 160volt which cant power my appliances. Good evening sir please my stabilizer when i plug it to the power supply it will going on off on off on off on off I removed it from the supply i found out that the output is having continuity . What could be the problem?
