How to solve when some users receive a '403 Forbidden : Access is denied' when accessing a webpage. 

Some of my users receive a "403 - Forbidden: Access is denied" when accessing a self-service webpage link. It also says you do not have permission to view this directory of page using the credentials that you supplied. However, other users can login okay on the same computer, or the affected user having the issue can login on a different computer and access the site. It seems to be an issue with that specific user on that specific computer.
