super interesting question. This would probaby depend on the state you were in and what type of set up you have. If what you're selling is contained to you vehicle, I don't see why not!
You can two things. You could drill metal screw directly into the frame and then mount the pegboard to that. Or you build a frame and mount 2 x 4's to that frame so that way you're protecting the interior metal from screw holes.
