Yes its a mod cuz in the command is written: “summon minecraft_story_mode:wither_storm” wich generates a mob(cuz thats what the summon command does) but there is written minecraft_story_mode and that tells the mob only exitsts when that datapack is activaded, and the skulls and soul sand are doing nothing the command block does all the work.

U can only do it on bedrock with mods and on PC.
