Thank you for your question, Lesley! The Spray Bark Collar fits dogs 8 lb and up and adjusts to fit neck sizes up to 27 in. The citronella is not harmful to dogs. The Spray Bark Collar comes with both a citronella and unscented spray cartridge should you prefer an unscented spray for your dog.
