Fortunately, every major web browser has developer tools that enable you to emulate each device and test your website's responsive design without having to buy or pay for any special devices or tools.
I Code all my websites to be fully responsive and use the developer tools in Google Chrome and Firefox which both have the best developer tools to help improve your workflow.
