How To Unlock Gohan & Videl In Xenoverse 2! 

You do not need to beat the story to unlock them. You also do not need to be level 85 to get them. Just do the saiyaman quests and that usually unlocks them. Also do the advancement test. I got them before I before I beat the story and finished the game with beast form

Wait huh? I didn't even beat story mode and Gohan and Videl were already here. That's interesting. I just got the Mix like that.
