Hi Jay, If the flow meter is connected as per the second connection in the video, then the system relief valve is downstream of the flow meter. This means if the throttle (loading) valve in the flow meter is screwed-in, it's possible for the pump to be over pressurized (positive-displacement pump). The flow meter itself usually incorporates over-pressure protection, but the setting of this device may be higher than the rated pressure of the pump been tested. So care must taken when loading up
