How to wrap a car with bad paint(Honda S2000)

So once you wrap the car the paint under is ruined? You have to sand it down before wrap. What if there is nothing wrong with the pain but you want to change the color of the car with a wrap, do you still have to sand down the car?

I had same problem a month ago.. after sanding i sprayed 2 counts of primer/filler also sended that too with 1500 and 3000 after that it was perfect paint was not chipping off.. sorry for my bad english hope this helps
