Not really , he tried the same to Tom what he did with Tobey , corrupting his morality and making him into another himself. He tried all kinds of psychological dilemmas he could , and if Peter still refused to join him , he'd try to kill him . I don't know when it was implied in the 1st spiderman movie that he'd spare spiderman due to Norman's connection either , like whenever he was fighting , Goblin was the one in control not Norman , he wasn't gonna go easy on spiderman due to Norman's connection . Even the sorry act as Norman in the end was so that he could sneak attack spiderman when he was getting beat . Also , it should be noted that this Goblin wasn't from the final fight in the original movie , but sometime before it , as his suit when he got here wasn't all dusty .
