True but I remember it being stated somewhere that they didn’t talk because they were never used

They all have voice boxes and pull strings so maybe we can assume the voice actors from the puppet show were recorded for the toys voice box hence why it's the same?

Woody was supposed to be a wooden marionette in the original toy story, so it's likely that they also have life in this universe.

Considering the lesser quality CG just 4 years earlier with the first movie, it didn't seem possible in 1999 to create that look.

John Lasseter had one in his office at the time of production. On an unrelated note, I remember Pee-Wee had one in Pee-Wee’s Big Adventure!

The line TV Jessie says is audible soon after Buzz closes the vent after Woody says he wants to go to Japan instead of going back to Andy. Woody sits on a roll of tape as he watches his TV self sing soon after. Thinking about it now, it's probably the case that Stinky Pete wanted Woody to stay so they would have a chance of being on display instead of stuck in a box for longer. "I'll tell you what's not fair. Spending a lifetime on a dime store shelf, watching every other toy be sold!"

It probably might be a lost media-like thing in Toy Story’s universe, considering this happens with a few cartoons in real life like Nick with shelving several finished Dora the Explorer episodes for years (until The Lost City of Gold came to be), and producing a finale to Angry Beavers that came to light. The TV network airing Woody’s Roundup likely held back of its season finale when astronauts and space started to be more popular in toy lines.

I think he meant to say they were based off of them. They took the models and duplicated them and edited the duplicates

Gerry Anderson, the creator of Thunderbirds did a western series in 1959 called Four Feather Falls, which was about a cowboy named Tex Tucker with four magic feathers that allow his horse and dog to speak and his guns to fire without him touching them. It was the first series to be made using an early version of what would become known as Supermarionation, which would later be used and improved with subsequent series like Thunderbirds and Captain Scarlet. In fact, one of the voice actors in Four Feather Falls, David Graham, would voice characters in Thunderbirds (namely Parker and Brains)
