Usually when I play Russia I speedrun forming Soviet Union in one year. Some people say how when I do it, most of the time that doesn't happen though sadly.
Basically to answer the question about justification time, justify on 2 nations at a time and keep a large amount of Attention to when they will finish. Always be prepared to justify on the next nation immediately. This won't happen all the time as it requires some circumstances, like if China doesn't take Kazakhstan. But a tip I'll give is justify on Ukraine and Kazakhstan first and get the eastern europe countries.
Dude, each justification (At least as russia) is 75 days. That's 8 justifications in the year ( *maybe* 12 if you use north korea to turn yourself communist.) Even if you have 12, you need one more to even have the justifications necessary. Not to mention you have to actually conquer the crap (ESPECIALLY Tajikistan Kyrgyzstan and Transcaucasia.) All in all this is impossible UNLESS you've got max ideology power fascism on your side. Which you can't if you start in 2019.

As Russia I got easily europe but I allied uk that didn’t do nothing and turkey and gave him balkans to form, later I was bored and invaded usa,Brazil,India and China being players at the same time
