This case is way too complex than you presented it to be. International taxation is a much complicated matter and we only see one side. Thulo company Haru chor ho tax tirdena. Ncell had the exact same case. An International court also ruled against Nepal government and stated it cannot collect the tax. India had the exact same case with Vodafone and its supreme court ruled the govt cannot collect the tax. This move was very unpopular among international investors too. We all love to hate the rich but without foreign investments , nothing of huge scale can happen. And creating such a hostile investment environment surely doesn't benifit a country that desperately needs foreign investment
