@@Impeached420 HSR Seele is just fire moth Seele from GGZ. She is not as perverted, but everything else is the same. Same appearance, same character. HSR Seele has nothing to do with HI3 Seele and especially with her black dress.

Some similarities are only based of design but different person (Cocolia Ice ≠ Ana, Acheron ≠ Raiden Mei). Some similarities name or design but different person (Bronya ≠ Bronya Apho, Sushang ≠ Li Sushang). One has the similarity that based of design and name that is actually the same person (Welt = Welt). In short, yes and no depending on which character.

@@Kaguinn I read somewhere that Welt in HSR is the literal Welt from HI3 that decided to go to an alternate universe to stop an invasion which was the Star Rail universe

Star Rail Seele looks, speaks and acts like GGZ Seele. There is no "Veliona".

But i think the difference is that GGZ seele is more confident and true to her desire (bronya), whereas HSR seele is a little bit more leaning toward "no bullshit" crass and a little bit tsun. In a way that's more a similar attitude to veliona rather than GGZ seele.
