Ants, which are highly collective-minded animals, still have group conflicts with other ant colonies and other insects, so just being collectivist wouldn’t mean that a species should necessarily be weak pushovers. That being said I think its more likely that the conditions for civilizations to arise are simply too specific for it to occur in most situations; intelligent life is likely already super rare in the universe, but alien civilizations are probably significantly rarer even than that. I personally hope that if we encounter other sapient beings that we will treat them with respect, even if they may not be as civilizationally or technologically advanced as us.
