Hurricane Helene is shaping up to be one of the largest storms to hit the Gulf Coast. A catastrophic storm surge of over 20 feet is expected to flood coastal areas, with winds reaching up to 125 mph and tornado warnings issued within the storm zone.

If you look at the clock in the video this is from about 4 central even if just posted a few minutes ago. so, yes the new forecast that came out a few minutes ago upped it to cat 4.

Not true. Most insurance companies that exist in other states have Florida as a separate part of the company for the reason if for done reason they have catastrophic loss in Florida it will not effect the other areas and states sell insurance.
