Gopal bhai ... Orifice se LPM (flow) control hota hai ya velocity increase karta hai...

If we fully close the throttle valve will the flow becomes zero

It should be.... you can check by open hose pipe and reduce to zero

Allenkey screw used for locking the throttle so that any unknown will not rotate it
