If by charged punch you mean where he says "One/Two/Three/etc.", then yes, either hold the 3 Punch or 3 Kick buttons. If you mean the one where he dashes across the screen, you hold Back (Or Down+Back) for 2 seconds, then use Forward+Punch/Kick. To change it to a ducked dash, its the same thing, except of pressing Forward, you press Down+Forward+Punch/Kick.
