if triglyceride levels is high ldl will increase but if triglyceride levels is normal lol will decrease because fibrate as you may know increase HDL by increasing apo Al and apoAll which lead to lowering ldl by carry them to liver from blood plasma but if triglyceride levels high the hdl can't carry a lot of ldl to liver because high ldl come from triglyceride converted by lipoprotein lipase by fibrate
