Whats wrong with what socrate said? No entitity in Ghana can go for a foreign loan/grant without government facilitating. Check UGMC, the university of Ghana Medical school was birth by the Chancellors and the board and because they can not go for a loan of that magnitude the government then (Atta Mill) of blessed memory went in to give assurance to the foreign entity that in diffult of payment, the government of Ghana would absorb thee loan.
