Moho uses vectors and bone-structured rigs for its animation, and there's a lot of movement options.

It helps that this software was made with animation in mind from the start, whereas Flash was originally meant to be a multipurpose tool for web and app development. Also, Moho is a lot more user-friendly compared to Flash.
