Actually the recon scanner does do damage if the ball hits directly to the opponent. It does 5 to the body and 6 to the head. (I have actually tested it and if you dont believe try it for yourself)

I heard "I'm definitely keeping this recon scanner, it doesn't count as weapon, it does not do damage." Scanner does 5 on body, and a whole 6 on headshot. Edit: I don't actually care, it was just jarring after I took the time yesterday to prove whether it did or not.
