After you build walls, you need to save and reload, so the game register them as obstacles

That's only really true if you build them through shift+f12 menu. Building them normally "should" work as intended.

They are added by new weapon dissemination mod. They're kinda cool actually, they start weak ish, but as you take down dust King and other bandit bosses they get stronger.
