After an earthquake and tsunami devastated Constitución, in south Chile, architect Alejandro Aravena is developing a new type of social housing, one that uses the techniques of the slum. His ‘half-houses’ are exactly that - houses that leave one side for residents to complete themselves.

Because political parties win votes by promising to fix problems. if they actually solve a problem, that's one less thing they can gain votes from, so there's an incentive always push towards partially solving problems, but never fully solving anything.

because it's not that a government lacks the ability, but rather has complex competing excessive concerns at best, and doesn't care at worst. Being the straight guy in a corrupt system just makes you a threat to be eliminated. Even at the best of times, governments can't really win because there's infinite work they could potentially do, and only finite resources to do it. No matter what a government does, people are going to be unhappy because everyone has a different idea of what is important. This leads to spreading resources too thin, and nothing gets done well enough to stop being a problem.

I love the concept of providing the basics and allowing the owners to expand/finish as they wish! I can imagine the eclectic, the minimalist, and the traditional all living and coexisting together in an orderly yet unique neighborhood! :)

Reminds me of when they built low cost assembly line homes in Levittown in 1950. Now they are outrageously priced like everything in New York.

Blue Rose They are like Levittown in that they started tiny with few modern conveniences but could be built onto and improved to the point where they were quite spacious and kept up with the times. You can hardly see the original house underneath all the changes. It's the same with Sears Roebuck houses. They were sent by train as kits and put together by the owner or by a contractor. Most of those have also been renovated and changed to the point where it might just be a number in a beam in the basement that tells its origin. Obviously they went up in value and price. That is the mark of their success. They evolved into something a lot better. Of course with the lack of land available in the NY area anymore, it is hard to find anyone giving theirs away for a pittance. You don't want to sell at a low price if you can't then purchase another home.

My father grew up in one of those houses and they were built for the GI's coming back from WWII. It was one of the first track homes in the U.S. It's funny how they talk about the home gaining value and the next generation not being able to afford the homes, that's because the inheritant problems with fiat money and wages not keeping up with the cost of things. All designed to keep people poor.

Yes very neat. Wish they had an actual tour of one though. Rather listen to someone talk and see the project. Then stare at the person and not see the project.

I can see how the later buyers would face issues of higher costs since the price of the housing would increase. I was very surprised and disappointed to find out that in order to qualify for a Habitat for Humanity home here in the USA you have to have an income of $30,000 USD. How this is supposed to help with low income housing is beyond me. I thought I'd qualify, but my income is just over $19,000 a year. Not enough to even afford a regular studio apartment. I'm 65 and retired so my income won't increase unless Social Security increases. We need housing that is going to be easy to take care of and at a price that's truly affordable.

I suspect the threshold to qualify is set to be a minimum viable income one would need to maintain and retain the property. At that income level one has already acquired the skills needed to grow that income, subsequently increasing the efficacy of the dollars spent in the program. Efficacy is a significant problem with our budget expenditures. Every program has a specific aim which is always going to have the side effect of excluding some consumer segments. We just need more programs.

where do you live? Is this your first home? When you say we, does that mean you have a partner who also has income? What about a down payment? there are areas all over the country where you can afford a home. you just have to be willing to move. I'm in a 55 and over community and I've had people move to Idaho Falls Idaho. You'll be just fine, keep the faith.

You're in the same position as a lot of young people who can't afford housing. What we do is find room mates. If you can find fellow retirees (and my goodness 65 is young to retire!!) to room with, you ought to be able to afford some suitable form of housing.

Mexico has this type of housing since the 1970's. It's called "pie de casa." It works, because people can move to an unfinish constructed house, which is less expensive and then, finish it later.

@@logic7374 If sex education and birth control is provided to those in poorer areas, they may see a small decline in births over time, but remember that birth rates and culture are closely related. In poorer countries, people tend to have more children to help with labor, high infant mortality rate, or because of lack of education. Places in the West tend to have less children because they're more developed societies have better access to schools, child care facilities, and they have stable incomes.

@Saharra Quasar we used to have a system like he describes, where there was no hand outs for homeless or unemployed life was much worse back then, crime was much higher, and poverty was the norm

Yeah I hope so too. But there are factors that hinders this kind of social housing developments here in the Philippines. (Ratio of benificiaries to available lots, economy, capability of the benificiaries to pay etc.) Also, they should really hire Architects. So that they could provide innovative solutions that are practical and plausible.

@@logic7374 That's exactly how governments get money... by people producing economic activity that generates value that they can then take a cut of. Investing in the poor works. People who don't have homes aren't effective workers.

Gawad Kalinga houses have had mixed success... as slum housing replacements they're fine but then when introduced to Aetas and indigenous peoples they feel alienated by the un-natural materials. Some architects including europeans have made a thesis on tackling on improvements on the design, a common one is moving the toilet and kitchen outside instead of keeping it inside the 30sqm module which makes it smelly and dirty

half-baked point at the end. the alternative to not letting someone sell the home at the market rate is mandating it be sold with some form of price control. imposing limits on how much a property can be sold for and who it can be sold to creates bigger problems than the ones you set out solve.

humankind needs to live with respect and this is a great example to us. Just imagine if we can do these houses around the world for people who don't have enough money to build a house over a $100.000 dollars. Thanks for sharing this with us. @@LoriCiani so your semi has half of it with the structure and roof built. But no walls floors windows etc, so you can build more rooms at a later date? If it's a regular semi it's a whole house!

@@deborahbeattie9103 A semi-detached home is basically one house cut in two to make two homes. It is almost the opposite of this concept in that you can't expand on one side, because it is occupied by the other half of the semi-detached house, and those tend to be in small plots, so there's hardly any chance to expand on the other side as well.

They usually have 1-3 hour fire walls between the units to slow the fire enough for the fire department to get there. My mom lives in a townhouse and when her neighbors unit had a fire it was put out before any damage happened to hers.

The problem with selling off social housing is that the housing stocks were not replaced, if that had been done then there wouldn't have been such a shortage. Also this is nothing like the UK did as this actually provides new homes at lower cost as it can be adapted when an individual is more financially secure or when family comes along and more space is needed.

How about building multi level parking garages near university/downtown areas with facilities designed for standing height high top van and camper clearances. You rent the spot which has a 220 outlet, fresh and grey water taps, on site bathrooms and shower facilities, bicycle racks. You would be situated where you need to be and rent would be a fraction of the cost of market rate apartments. Once your studies are over, or you saved enough to buy more traditional housing or your job location changed you could clear out for another spot renter. You could even sell your rig to the incoming new renter thereby holding some kind of equity where otherwise there would be none. This idea would alleviate a lot of daily traffic congestion as well. I can't be the only one with this idea but if you are reading this and have access to investment capitol please steal this idea and reap the rewards for taking the risk.

Believe me all the politicians already know about this. They know that giving people smaller homes that means more people can afford homes. They don't want that. They want fewer homes into the hands of fewer rich people who can rent it out to more working class people. It is sickening. They want to make their rich friends richer. If everyone had a home nobody would fear being homeless so no incentive ve to work or work two jobs. You have to put the fear of being homeless so that they'll work like a dog.

What about what the guy said in the end? He said they tried a similar program in Thatcher in England. It failed, though, because of the rising costs of housing, and now those structures are no longer affordable.

Thatchers right to buy was great at the time. I bought my two bed in Central London for £25k in 1995. Its now worth North of £300,000. I feel thats not how the scheme was meant to operate and it certainly doesn't help people who are struggling to find accommodation now. But it's a massive windfall/safety net for my kids.

In Indonesia they started 21s. A 21 is 21 sq meters. Basically an efficiency 1 room home. Then a family of 4 live there. A 21 cost around 10,000 us dollars and there isn't a property tax there. We need to do that everywhere

So long as housing has any aspect of being considered an investment there will always be a housing crisis. This is because when someone can buy it and then later sell it for more than they purchased it for the house will go up in value consistently and when that price goes high enough it creates a situation where someone wont be able to afford the purchase.

Very smart . I currently live in the USA and I paid $12K for my house. I was going to buy rural to have freedom to build as I please. It will suck having to deal with city planners but the convince should be worth it. Every thing I need is less than half mile away. Walmart, gym, Dr office, movie theater, hospital , waffle House.

I thought this was a great idea until the end when Jeff Self said they tried a similar idea in Thatcher. Those houses, like he said, are too expensive for most people to afford now - just like all the other houses. So, programs like these are wonderful but apparently are only temporary. The extraordinary impossible house prices are the root of the problem. How can THAT problem be solved?

I like the idea here, quickly built in a pinch to rehouse people displaced by an earthquake and with space to expand the property. Big problem with right to buy in the UK was that only 20% of revenue from house purchases went back to the local authority. The rest went to central government and they have a track record of spending unwisely.

As a practising architect I’m not sure how well this would work in areas with high land values, most notably major cities. The cost of building materials is very low compared to the price of land - it’s the land cost in areas such as London which accounts for most of a building’s value. For example I could build a basic house for as little as 20-50k, but the cost of the land would be minimum 250k for a small plot in London.

But they rebuilt in the same area prone to tsunami and earthquakes? Rebuilding again will have an higher impact on the environment because they will need more supplies. Why not relocated?

No, they did not rebuild in the same place. There is a not safe zone where you can't build anymore. These were built in higher grounds, to avoid tsunami damage again. Against Earthquakes, you can't relocate though. Just build to code. Everything here is built to new anti-earthquake standards, especially these social, government built homes. I would know, i built some myself, but not like these though.

I like the idea that people can customise their home but I'm a bit confused on how the financials work. Is this the same model as he spoke of in the UK that left those big problems after the first generation. Maybe this is only really meant for one generation as it was in response to a natural disaster not general ongoing needs for subsidised housing.

It seemed like they're saying what they did in the UK was a problem with social housing that couldn't happen with the Chilean half houses. But if the first owners expand and end up selling at market rate, then wouldn't the exact same thing happen there too? Am I missing something?

I think you need to watch it again. They're not renting...they own these homes. But they only buy a half house and build the rest when they can afford it. She said that they hadn't worked on the kitchen much. You were looking at the part of the house where they were still building. The cabinets weren't broken lol there were no cabinets
