I can tell my 16AH LiFePO4 battery cells are unbalanced BMS cutting off charging to protect it

Excellent catch. I have observed the same sequence. I was able to see the individual Cell packs voltage via BMS BT. One cell was going into Over Voltage Protect at 3.8v... other 3 cells at 3..4 or less. The BMS would do a reconnect for charging at 3.5vdc.. I watched the charge current... As the bad cell reached 3.8 the current would go to 0, about a min or two later the BMS would do a reconnect and charge would start again. Correct about reducing the charge voltage down to keep the battery safe.

I'm thinking about opening ot up and soldering on some balance wires

Some people do that.

After the battery relaxes, A fully charged Lifep04 will rest at around 13.4 volts

Is it normal for my 12v lithium ion battery pack with bms to charge up to 14v or higher?

Can you exercise the battery to try to balance them out? Maybe use a load tester to discharge and then try recharging them a couple of times?

Lithium cells don't stay fully charged at their max voltage. They drop a small amount shortly after they are fully charged and the charger is removed. So the highest cell probably dropped closer to the other cell voltages each time I charged it.

The battery I had, returned to vendor for a refund, had a defective cell pack. 32 cylindrical cells for one cell pack 200 ah. That causes the other 3 cell packs to never achieve full charge. The defective cell pack just appears like a smaller Ah battery. Jim.

I was hoping you would open the battery up :-)

I was thinking that too. I’ve noticed other people having this same problem with lithium iron phosphate batteries. I don’t have any experience with them myself but I was wondering if LiFePh bms boards don’t have a balancing feature.?

Not on this channel unfortunately. I can barely afford to buy them to begin with lol.
