These were quite light guns among the line of naval guns. These were not the main guns a ship would carry. They were the smaller secondary or tertiary guns used against small craft like torpedo boats. IIRC the first guns on these tanks were older design naval guns. These were in storage after removal and replacement with newer designs. Since they were available they got used. There were twi tank types used early on. Gun tanks to blast pillboxes and tough fortifications. And machine gun armed tanks to fight enemy soldiers. One was called male the other female.

Tanks are op because they are big guns that can move. Mobility and firepower are the most important aspects. Armour is just to facilitate mobility (so you can move while being shot at) but that is pointless if you can't move at all.
