having dendro first on the target let you bloom twice on the dendro application (if you do your hydro applications fast enough at least) because it doesn't completely remove the dendro application from the target it just reduces the duration of the dendro application. in this case it kinda works like reverse vape/melt. if you go for hydro first dendro immediatly removes the hydro application and you end up with one bloom and an enemy freed from all applications. so technically you want your hydro char having more em since dendro should be the initial applier as much as possible not the trigger but practically it's impossible to control who does what first as long as you don't have a massive amount of dendro applications and not too much hydro applications so go for both.
