It resets.Ammo is unlimited!It always resets when you die and spawn at random location.Or in few minutes.

You get different amounts of ammo for the shotgun, depending on what difficulty level you are playing. On easy, I believe there are 8 pieces of ammo in the house (weapons cupboard, kitchen, security room and basement where you start from), on hard this drops down to just 4 and on extreme mode you only get the 2 that come with the gun in the cupboard. I'm pretty sure it's always been like that. 🙂
