GER had the ability to defy fate because that is what Giorino needed to counter King Crimson. For SCR, Pol needed to live and to get the arrow far away from Diavolo, so it developed soul swapping and stand countering. In theory, Silver Chariot Requiem was trying to bring the arrow to Jotaro because he’s the only one Pol trusted with the arrow, so it was moving to wherever Jotaro was. Neat.
