As you asked if it's haram not to wear a scarf. Well not wearing a decent attire is haram. Like she was wearing a hoodie and that wasn't transparent or tight. Her Awrah or private wasn't visible so it's okay. But wearing Hijab is strongly suggested but it's okay if you're wearing that's not seducing anyone or something which looks decent. Islam isn't a complicated religion. It's a code of life the rules and regulations here makes our life more easier.
