If you bear in mind that the swarm spread across the whole universe, it is very likely that there were a lot of swarm mothers. They probably were like living motherships and each was responsible for a different part of the swarm.

Put's into perspective just how much Ruan mei endangered Herta station and potentially the galaxy, That big one was just an elite bug, yet she kept an Emanator tucked away just so she could study it. Even if it only lived for a short time, if it managed to escape then tons of people would have died before time ran out.
