It's my understanding, for the empire, the children's behavior reflected the mother. Historically, dynasty children spent the majority of their young lives with their mothers. So a mother raising a respectful, strong, intelligent child who followed the rules and traditions reflected a good mother and brought her further favor, but a child who was disrespectful, flouted the rules, and ignored their studies was viewed as a failing of the mother, and put the child & mother in danger.
