All Riot had to do is HEAVILY nerf his W (Devour) and Q, increase his tankiness but HEAVILY decrease his damage and give his R (Abyssal Dive) knock up. That's literally it. Instead they decided to make him broken (again). But we are talking about company with 200+ years collective experience that according to Riot Jag ''We have no idea if that will be broken''...

Its the same for so many other champs, people dont know their spikes or weakness so they just say that the champs broken to pad their ego since they cant comprehend them not knowing how to vs something
It's mostly a sion specific thing. The champ allows for it so well. You may feed alot of gold but you passively gain so much gold value in health that you're even with your opponent by the time laning phase ends. Not to mention his ridiculous ad scalings.
