technically I.M.P. would be more legal than the C.H.E.R.U.B.S. Because nobody (except the D.H.O.R.K.S.) know about I.M.P. While C.H.E.R.U.B. Keeps them alive, knowing the existence of angels.
I mean they do, it’s just mainly offscreen now 😂😂😂 Though based on the names of the upcoming episodes, we might start seeing more again like early season 1.

To settle this down before something happens Helluva Boss pilot has been deemed non-canon some time ago, but both series are in the same universe, even though its not sure what time period each is in and how far away from each other the two series are
I have proof that hazbin hotel is in the same city as imp 17. Second in, you can see the same new lady as in the scene of when they were trying to see the commercial for the hotel.
@@NoN053I’m pretty cure pentagram city and imp city are both in the pride rings. Look at the colour of the sky. Both feature a red sky. And also there’s a giant pentagram in the sky sometimes that is seen in imp city. In other words, watch the show before making stupid assumptions.
@@NoN053 venom is right, it’s been confirmed that the two cities both reside in the Pride ring. Also, all Sinners reside in and are confirmed to the pride ring while hellborn are able to travel between them :)
@venomgaming7014 it's settled by the fact that IMPs whole business is serving sinners and Sinners are shown being in their office several times. Therefore both are in the Pride Ring. Now, all that being said, the real mystery is how you travel from Pentagram City to... anywhere else.
I think it would have been funny as crap if Cledus had a name with a silent letter like Bllitzos or he has a name that he has to clarify doesnt have a silent letter… Oh! ok- how about this- “Well howdy! im Hannus- the H is NOT silent- welcome to heaven!” 😂
