No it's the sample from Fuck The Rails by A.M.D.A, which came out in 2006

It's possible, the video was uploaded in 2011 and fnaf 1 was made in 2014 BUT remember scott did use free or payed sound samples from the internet. But in my opinion i dont think it's the fnaf jumpscare sound. Anyways have a good day!
