The problem is, millions would have to stick their necks out at the same time, and currently, Putin has things under enough control that that cannot happen.
@@annad3425 They don't know all that is going on, Putin has passed laws controlling protest, and if they do, they face harsh jail terms. Russia is not a democracy, which is very evident. If I lived there, I wouldn't protest because the downside is very bad, and the upside is unlikely. Maslow's hierarchy of needs predicts human behavior and people will do anything for personal stability/comfort before they will act for a political aspiration.
