I always played where it counts if you make it whether you say foul or and1. I'm from AZ and we've always played where whether you call foul or and1 - you can check up if you miss bc a foul happened either way

and 1 universally means no call and count the shot, foul means check up but iv always believed that a and 1 should just be a normal foul and if you make it after you call it then it should count
