Somehow building some combo of Night Harvester/Goredrinker, Cosmic Drive, Black Cleaver, Navori Quickblades, Axiom Arc and Chempunk Chainsword with Transcendence and Haste runes on some champ to unlock URF in Summoner's Rift. These items at full build will give upwards of 200 Ability Haste (~67%CDR) with chances to get even more via Ornn upgrade or Hextech Drakes. Most of the items are AD so someone like Kayn who already builds half these items might be a good candidate where he just gets a Cosmic Drive thrown on top of a semi normal build, but feel free to get creative.

Oh, oh, try rage fisting- I mean rage fist-bumping Vi with Lethal tempo and rageblade. You max W first and go Frostfire as a second item for the slows, and Vi doesn't usually have trouble sticking to enemies so it should be fine.
