You know the fact that you said the mugen are balanced actually means that the mugen are not balanced because some characters need to be fast but lack in damage if those same mugans are the same speed but they're stronger that means that they'd be instantly broken pretty much they're making it unbalanced or some Mugen's who have real good strong attacks but charge slower or are slower just become trash that's why most people don't change the settings for moving because sometimes it's hard to remove speed just imagine for a second Naruto is fighting let's say a kid Goku Mugen everybody would think that Naruto should do more damage not do equal damage to the kid Goku who is probably faster or have different mechanics that makes them different like all of Ben 10 transformations they shouldn't all do the same damage that make alien x just another alien and not super good and the last resort.
