Collectors should be accountable for avoidable failures. They cannot act innocent or they cannot be excused because they are ias.. Dgp should feel accountable for police failure. I hardly see that approach in dgp. He appears like using consultant style. Any negligence on any officer, collector or secretary or dgp should be dealt seriously.
