If you had soooo much stuff, you could just have upgraded your Town Hall to level 15, then upgraded your Storages to max and then you could have gotten the maximum value out of your Runes.

there is no in my opinon regarding the wall rings, statistically at th12 and above it becomes more valuable to use hammers on the long upgrades than using builder potions. Wall rings give no value in terms of time to max

Should I upgrade my th12 base because all I would have to upgrade is royal champion and scatter shot but I would have to upgrade my cannons and archer towers quite a bit
