to be fair, Cayo Pericans are way too prepared for all the chaos. Not to mention the Zeppelin they brought had all the countermeasures needed as well despite being an old 40's relic. These things were an absolute unit especially with the right gears and countermeasures not to mention they can soak heavy AA bullets like sponges.

You should do an Arkham City type of roleplay. You could have a part of the map sectioned off from the outside world - surrounded by high concrete walls, watchtowers, searchlights, surveillance etc and have some sort of militia patrol the streets. it'd be interesting to see what gangs would spring up or who would take over certain areas, maybe they'd all rebel and try to break out?

As for the Nuclear Bomb... during the Cold War the Soviet Union sent Nukes to Cuba, and since that is somewhat relatable geographically it isn't THAT unlikely that in such situation they might've used it.. although that would've kicked off WW3 and... yeah- not a great scenario international-wise.
