You need extra 2.5 mil as you need the staff, equipment and security upgrades to max it out as per the season 3 rules

Fun fact : if you are having trouble getting the email sent to you by the tourist board for photographs of the animals, you can go to the map and move your cursor over the boards location and the email will be sent to you straight away.

You should fly a helicopter to the dingy, get in the dingy to activate the yellow dot, then fly out over the ship and skydive onto it landing right outside the ship captains door also if you hate that robbery you should do the disruption set up

Little tip you could use in the future: you can complete a casino heist by robbing it `n everything and once your outside you get drunk till you pass out and you should spawn at the police station and the yoi just a vehicle and go to the buyer. But I don`t guarantee it`l work cause this methd is quite old

The suppressors in gta reduce the noise radius they were 2 m way, they would have heard if you had punch the camera. For real no one thing suppressors eliminate the sound and real life so they assumed in game is the same the game is more realistic then your assumption of reality. A .22 suppressed does 95 dB most sub and assault rifles do 120 dB yes they are really quiet as quiet as a metal concert.
