In CS2, targets don't have much health or much movement so aiming for the head is very effective. You also aren't actualy aiming much in CS because crosshair placement will mitigate most vertical aiming and complex tracking scenarios. In these arena shooter style games, the target can accelerate and use abilities to move so fast that the effort needed to aim for heads is overshadowed by the need to track them after the initial shot. You'll notice that some targets in this game have 10x the health of a typical CS target too. All that added on top of the unpredictability of where your enemies could be means that the aiming techniques required are more varied and complex than CS. You can aim for the head for bonus damage, but if you're dashing around opponents like he is, it requires more effort to do.
