I-Team: Parent: Investigation Into Troubled Clayton School Cops 'Turned My Stomach'

JONESBORO, Ga. - One Clayton County parent says a FOX 5 I-Team investigation into their school police department "turned my stomach."
The investigation revealed Clayton County had the highest percentage of cops with troubled work histories than any major metro school district.
In light of last month's school shooting in Parkland, Florida, the FOX 5 I-Team examined the work backgrounds of more than 300 metro school police officers. They're under even more pressure now to keep our children safe.
Clayton's percentage was by far the highest: nearly one third of the 50-person police force had either been fired from a previous law enforcement department or resigned before they could be fired. Parents like Isioma Obata can't fathom such numbers.
"You all knowingly know these officers have bad backgrounds and ya'll are still letting them in the schools with these kids?" she wondered.
Officers like Freddie Davis. According to his official work profile with the Peace Officers Standards and Training Council (POST), in 2012 Davis quit the DeKalb County police department in lieu of termination after admitting he had sex on duty in his patrol car. He later got in trouble as a Douglasville police officer after multiple girls or young women complained he was flirting with them on duty, Derek and Valerie Wainwright telling investigators Davis followed their daughter in his patrol car as she headed home from her fast food job.
"We're talking about a 16-year-old girl," pointed out her father, still angry about the incident. "This is a grown man."
According to the Internal Affairs report, Davis admitted telling another woman he admired her lips and "said he would like to kiss her." Yet the day after he resigned from Douglasville last August, Clayton County schools hired Freddie Davis and made him a sergeant.
"I don't see how they allow that," protested Thellis Adkins who has several grandchildren in Clayton County schools. "It's not right. That's just foolishness to me."
Ms. Obata has one special needs child in school with another child a few years away. She's still upset about the county hiring Davis.
"The one about the officer wanting to kiss the girl's lips?" she recalled. "That was disgusting. That really made me mad. Like, it just turned my stomach."
Davis was fired from the school district the same day the FOX 5 I-Team began asking questions about the police force. The school district called the timing "incidental" and not related to our report.
Clayton County also hired Ernest Mitchell, a cop whose POST record shows he had been fired from one job and quit before he could be fired from two other police departments. He was arrested on road rage allegations in 2013, the victim complaining to state troopers Mitchell waved a gun at him. The Coweta County solicitor tells the FOX 5 I-Team the charges were dropped because the victim could not come back to Georgia to testify, and it was unclear in which county the incident happened.
Clayton County also hired Joshua Goss who, according to POST, quit instead of being fired from MARTA after he was accused of pretending to be three different people -- all women -- including a Gwinnett police officer. The state wants to revoke his certification to be a cop.
Just as troubling, parents told us, is the fact that the school superintendent would not explain why these officers were hired in the first place, including two of them hired on his watch. Dr. Morcease Beasley says he doesn't comment on personnel issues.
But according to the officer's personnel file, in some cases the county did not do a thorough background check. Ernest Mitchell explained the road rage incident had "since been dismissed and expunged" when he applied for the school job. There's no evidence in his file that anyone contacted the Coweta County solicitor to learn the charges had been dropped because the victim could not appear.
And in Freddie Davis' case, police chief Thomas Trawick told internal affairs investigators he thought Davis had gotten in trouble in DeKalb County for an excessive force incident, not for having sex in his patrol car.
When asked by investigators whether he know of any sexual misconduct allegations from Davis' past employers, Chief Trawick said "I'm not aware of any."
That's not a good enough explanation for parents like Obata.
"Even volunteers for a school have to do a background check," she pointed out. "So why wouldn't you check for yourself and not just 'take his word?' That's crazy to me."

Depends on why they were terminated. Not so fast there. What if they were trying to uncover corruption? It’s not uncommon for crooked administrators to find reasons to fire them to stop their interference you know.

Lol, I thought the same thing the minute I saw that one. I was unsure of his/her gender to begin with. Then it appeared he/she had on jewelry as if he/she is some kind of royal cop. When regular people apply for jobs, the questionnaire is so long and it includes questions such as if one had disciplinary record in their past employment and how many times. It also includes questions such as if one had voluntarily quit a job because of pending termination. It even include questions like how many times the candidate had reported late to work and if the candidate had received any kind of unsatisfactory review, and these are regular average paying jobs. How then can the standard be so low for a police department? They are basically hiring thugs and deviants, and giving them unlimited power in how they police and interact with the public. So anyone that questions these cops behavior or asks challenging questions of any kind, draws their rage because in their minds, they are tin gods and above the law. This country needs to address police conduct and set clear rules and a national code of conduct for the police including hiring guidelines, random drug testing, and extensive background check and psychological evaluation before they hire cops. Furthermore, Congress needs to curb police authority immediately and have independent civilian review boards investigating police misconduct and police shootings. Congress should also enable independent Federal prosecutors to charge offending cops with serious felonious charges when they engage in criminal actions including and up to the death penalty.

Falsifying his identity lying on an application to work at that department should be grounds for termination- loss of credentials and not getting them back - and jail time. I applied to word pd and was told you lie on any part you are held legally liable and could face punishment can’t remember if it was jail time or not. But I am sure it’s the same anywhere you go

But 90% of cops are good cops! That’s the dumbest statement I’ve ever heard. If 90% of cops were good there wouldn’t be any bad cops. A cop sitting back and doing nothing is just as bad as the ones getting away with murder. But what do you expect. Being a cop is the only job in America that you can get months of paid vacation for murdering someone in cold blood, get away with almost any crime, bully people on a daily, have no accountability for your actions, and if by someone miracle you are fired for misconduct all you have to do is go to the next town over and get another job. How could that not attract psychopaths?

Cities don't allot enough money to hire decent police. So, we're stuck w/whatever we get and when you can make up your own crime stats and have diy investigations, it's a pretty sweet setup.

There are over 750,000 cops in the US and there are about 20-25,000 field agents in the FBI who do a lot more than look at cops. Even if all of them were assigned to police corruption they couldn't begin to weed out the 500-600k dirty cops there are, not to mention that a good % of the FBI agents are dirty themselves and would just take bribes.

The county Sheriff would have jurisdiction over a corrupt city police dept. and can take it over in cases of severe corruption. It doesn’t happen often but that is the law and should be done in this case.

Good job! There should be a 24 hr news network that soely covers stuff like this, and cops, politicians, and elected officials getting arrested, charged, demoted, etc... These police are supposed to be professionals and should be held to the highest of standards, and their actions in every situation should be publicly scrutinized not delt with internally.

There should be a national database on this sort of thing, so that parents can check and decide for themselves if they should entrust the lives of their children to morally deficient adults at the school of their choice. Kinda like the child predator sites that warn you about people living nearby.

In the Burlington (Iowa) Community School, Officer Jesse Hill is assigned. Just a few years ago, he shot and killed Autumn Steele right in front of her toddlers. Autumn Steele was unarmed. Her family was awarded $2,000,000. Officer Hill should not be wearing a badge, carrying a firearm, or be anywhere near children.

HERE'S HOW YOU STOP THIS NONSENSE: 1) fire them instead allowing them to resign, 2) take away their certification, 3) terminate law enforcement employment opportunities nationwide, 4) persecute them as you would non-police officers and 5) allow their victims to sue them in civil court for their pensions (stop penalizing taxpayers/countries for their misconduct)!!!

These parents need to pull their children out of that school until they agree to fire every last one of the dirty cops and contact the school board. It wouldn't take long for them to get rid of the dirty cops seeing as though it would not be profitable for the school, they receive an X amount of funding depending on the count of students attending that school.

I think the problem is rampant with all cops. Instead of being fired for misconduct or even (what would be, for us) criminal conduct, they resign! Then they simply go find jobs in other places. This practice needs to be stopped!

Okay, an officer having sex with another adult (hopefully) in their patrol car is one thing, but when that same officer is accused of following an underage girl home from work and then gets hired to work with children, that's a whole other level of bad.

This is why their "certification to enforce the law" should be revoked. Firing, suspended, reprimands do nothing. Then they will no longer qualify and can not be hired somewhere else.

Did you notice how he kept putting his hand on the reporter's shoulder? This is a subtle form of force and the ONLY reason he didn't use stronger force is because the camera was rolling. Basically he was telling the reporter, "Shut up and go away unless you know what's good for you."
