Voyage plans should be revised to address the unique challenges presented by high water conditions and should be specific to the vessel’s intended route, possible anchorage areas, and the dock facility to be visited. Voyage plans and risk assessments should be reviewed by appropriate shoreside management for adequacy and correctness.
Factors to take into consideration in high water voyage planning
Vessel personnel with little or no prior experience in similar high water conditions
USCG has stated that many navigational aids are missing and/or off station
Large floating debris, underwater shoreline obstructions, uncontrolled drifting barges
Significantly higher current velocities impacting vessels while manoeuvring, moored or at anchor Higher water levels impacting air drafts of overhead obstructions
Upstream eddies that are not present at lower water levels
Possible shoaling due to increased water flow
