Google decided to retract from China because they refused to believe in Chinese supervision (alas, I believe all medias should get proper supervision). Using unauthorized VPN in China is illegal, but many university campuses provide filtered open access to Google products.

I think it's because almost all transactions are through Alipay and WeChat, so it's easier, compared with cash, to just track the shops' accounts to gather those data.
