Same with the lying. The mayor that couldn't keep his promise, if he fully intended to keep his promises but something external happened, then he didn't lie. He failed. Lying is on purpose. You know you're saying something incorrect or that isn't going to happen. If you don't know, you're not lying, you're just wrong.

@@EBGamez1 failing to do something you promised to do isn't lying. Purposely failing is. Lying has intent behind it. You intend to say something incorrectly to deceive others. Otherwise, being wrong in a test would constitute as lying. Trying to win a tournament and failing would be lying. Buying the wrong product by accident would be lying. If the mayor tried his hardest to fulfill his promise but ultimately couldn't, it's not lying, it's failing. On the other hand, if he promised something just to get votes and never had any intentions to fulfill the promise, that's lying.
