Why I do love the Majority of MK’s Villains, I will admit that alot of them don’t have that Time to Shine Moment, Yes Shao Kahn will always be the Most Popular Villain in the Franchise, it’s a shame most of them rarely have that Spotlight of a Dangerous Threat with some exceptions.
The mk 1 shao is a protector of his realm. A nationalist being who do care about the kingdom. The empire. He isn’t so power hungry. Until titan shang tsung persuaded him into ruling outworld as the emperor.
The Problem with Shinnok was really his underwhelming boss battle, if He was super hard then they still could have worked with Him being stronger than Khan & Liu Kang only being able to beat him because of Quan Chi's treachery, but because he is literally the easiest boss in MK by a wide margin no one was going to believe that. NRS tried to fix this with Corrupted Shinnok but they suck at writing so it didn't really matter.

And yes, those 2,5 years that I've been a Mortal Kombat fan, I have come to the shocking realization that a lot of the series current issues have their roots waaaaaay back.
