Very healthy. Very normal. You need a playset of 4. You'll need another graded playset of 10's, so that's going to take quite a few blisters to open. Then you'll need at least 4 to keep sealed so you can enjoy them in their native plastic and carboard habitat. So the way I see it, this was very restrained. It was also all the store had left, wasn't it? The lack of a Whooper coin being included is very disappointing though.
